The Bakersfield Kern Regional Homeless Collaborative (BKRHC) exists to reduce the impacts of homelessness in the Bakersfield-Kern region through collaborative planning and action that expands access to permanent affordable housing and supportive services.

BKRHC does not provide any direct services for individuals and families currently experiencing or at-risk of experiencing homelessness.

Alliance Against Family Violence and Sexual Assault provides advocacy, counseling, and assistance to help survivors of Intimate Partner Violence, Sexual Violence, Child Abuse, and Human Trafficking reclaim their lives.

A dedicated case manager provides one-on-one, intensive case management services to chronically homeless individuals who have unique challenges not often encountered in other populations with goal of Housing First.

Transitional housing is available for 17 homeless men and women in a sober living environment for up to 24 months. Intensive case management addresses substance abuse, mental health, health concerns, education, training, employment and accessing income benefits and permanent housing. Street outreach teams identify and enroll homeless veterans and chronically homeless individuals in mental health and substance abuse services including intensive outpatient alcohol and drug treatment.

Established in 1968, GBLA is a non-profit organization offering free legal services in civil matters to low-income persons. With founding philosophies deeply rooted in antipoverty programs, GBLA represents those unable or too afraid to speak for themselves because of racial, economic, social, or legal barriers; and provides basic legal services for basic necessities such as health care, safe housing, education and food.

Other focuses are aimed at preventing homelessness, reducing domestic violence, protecting children from further exposure to domestic violence, fostering stability of care for children, and ensuring that the elderly live with dignity and respect in an environment free of abuse and neglect.

  • Community Homeless Law Center Project

A project attorney, legal case manager and outreach coordinator provide legal assistance to HUD eligible homeless persons to eliminate legal barriers; and obtain and maintain permanent housing and income. Clients receive direct civil legal assistance and/or participation in a Community Homeless Court, an actual Kern County Superior Court misdemeanor and traffic session held every two months. The Project serves the homeless who are wrongfully denied access to housing and/or other services that would link them to or help them maintain housing.

History
Kern Bridges Youth Homes (KBYH) was established in October of 1987 as a non-profit, state licensed Foster Family Agency. Dan Marble, LCSW, had called together a group of community leaders composed of a cross section of citizens to form the KBYH Board of Directors and in April of 1988, the State of California, Community Care Licensing granted KBYH its license.  By February 1989, the first group of foster parents finished their training and KBYH placed its first three children.

In 1994, Kern Bridges received accreditation from the California Association of Services for Children (CSC).  CSC later merged with another agency and is now known as the California Alliance for Children and Family Services (CACFS).  KBYH is still a member of the CACFS, but as of September 2014, is accredited through the Council on Accreditation (COA).

In 1997, KBYH opened a 6-bed group home program for severely disturbed boys aged 8-13.  The program is called The John and Dorothy Almklov House, honoring the Almklov family for their many years of supporting children’s programs in Kern County. This program now serves boys ages 12-18 years-old.

In 1999, the state licensed KBYH as a private adoption agency.  This major step provides for a larger continuum of care within KBYH.  Also in 1999, KBYH was licensed to provide CEU’s to nurses, Group Home Administrators, LCSW’s and other professionals.

 

In 2001, KBYH opened its second group home, a 12-bed facility for severely disturbed boys aged 10-15.  This program now serves boys ages 12 to 18 years old.  The program is called The Daniel and Nancy Marble Casa de Niños, honoring KBYH’s founder and his family.

In 2003, KBYH purchased a building for the FFA and Administrative offices on Stine Road.  The new facility provided for a large training facility for the Community Education program and training of prospective resource families.

In 2017, the KBYH FFA program adopted the requirements of AB403, which requires the approving of resource families (vs. certifying foster families).

In 2019, KBYH completed the process of transitioning its group homes to the requirements of being a Short-Term Residential Treatment Program (STRTP) as required by AB 403.
